🐛 Bug Report: Duplicate Dart runtime entries for the same version

👟 Reproduction steps

Start by logging into the console and navigating to the Functions section. From there, go to the create function button. Once in the function creation interface, go to the All Starter Templates button, where you will find the Starter function template. Now click on View Details. Here, in the list of runtime options, you should observe the available Dart versions.
Instead of a single entry for each version, you’ll notice duplicate entries for dart-2.16

👍 Expected behavior

each Dart runtime version appears only once.

👎 Actual Behavior

When viewing the runtime options under the starter template in the function creation interface, dart-2.16 appears twice in the list instead of only once.
