If there's a GIF playing on a page and I want to quickly open it in the scrubber, I want to set a hotkey for doing so.

I'd need more information to describe this. How would it work if there are multiple GIFs on the page, etc?

@0ui Is it possible to detect if a GIF is playing and which one?

Unfortunately there is no real control over the state of the GIF other than where it has loaded or not. You could theoretically determine if a single image was scrolled into view and whether it seemed to be a GIF but there are often many at once, they might not actually be visible, and it's difficult to determine the user's intent.
