Unfortunately there is no real control over the state of the GIF other than where it has loaded or not. You could theoretically determine if a single image was scrolled into view and whether it seemed to be a GIF but there are often many at once, they might not actually be visible, and it's difficult to determine the user's intent.
If there's a GIF playing on a page and I want to quickly open it in the scrubber, I want to set a hotkey for doing so.
