BUG: Incorrect link on filter blocks

Describe the bug

The "filter blocks" link always redirects to /wp-admin/site-editor.php, even when the theme doesn't support the full site editor. After clicking the link, users are directed to a page that shows an error message "The theme you are currently using is not compatible with the Site Editor."

Steps to Reproduce

1. Install and activate the Storefront theme
2. Go to Features -> Filters
3. Click on the filter blocks
