16PY v0.0.1

This is the first pass at world data that can be imported into ACEmulator.

This initial commit includes some data hackery to make it compatible with current ACEmulator master branch. The next release will remove these hacks in order to be able to properly handle the fixes with code instead of data manipulation.

Even with this hack, many things will look off or out of place compared to ACE-World. This is expected behavior but will improve as corrections are made within the ACEmulator codebase to properly handle the base data.

Future pull requests will include more exported data that can be imported and used by ACEmulator.
