Balancing in ACF-3 currently is less than ideal, nothing stops you from stacking guns atop your vehicle and using them as weight efficient armor as an example, with autoloader cannons being the worst offender.
With a cost system and generation system it would be possible to balance things more properly instead of having everything be relatively similar in effectiveness. There is currently zero reason not to use a radar, stack missiles or spam guns. All you're losing with is an insignificant amount of added weight.
APHE is superior to AP entirely.
APFSDS is inferior to HEATFS in practical use.
HEAT/FS is entirely superior to HE as it has an added capability against armor along with the HE blast.
All of these could be fixed with a cost system.
Relying on weight to balance things alone is futile and has been proven time and time again to not be sufficient enough.
