Set up the required structure to add JUnit tests to hera.

This includes:

  • creating directories for tests in a maven-conform structure
  • setting up the required frameworks (JUnit, Mockito, etc.)
  • configuring the tests to automatically run on build and pipeline

Writing any actual tests is not required.
