Issue Details

Incorrect behavior of AdGuard after enabling a third-party VPN

Expected Behavior

Correct behavior of AdGuard after enabling a third-party VPN.

Actual Behavior

After enabling a third-party VPN application, AdGuard is not paused.

At the same time, a third-party VPN works without problems (it can be seen on the screencast).
AdGuard also periodically turns off third-party VPN by itself.

AdGuard works in AdGuard VPN compatibility mode (version used for the report: v2.3 Nightly 12 (81) 0.11.224vpn 5.0.180kit).
