Snack blinks in "Apps operating through proxy"

Issue Details

Steps to reproduce:

Go to Settings tab -> Filtering -> Network -> Proxy -> Proxy should be disabled -> go to Apps operating through proxy -> at the bottom you will see the "To route apps through proxy, enable Proxy" snack -> click ENABLE

Expected Behavior

If you press "To route apps through proxy, enable Proxy" on ENABLE, the snack disappears without blinking

Actual Behavior

When you press "To route apps through proxy, enable Proxy" on ENABLE, the snack blinks before disappearing
