Since #137 we have the test addresses as exported constants from the @agoric/synthetic-chain lib.

Downstream there are cases of needing to sign messages for those addresses. E.g. ,

So have the lib export both the addresses and the mnemonics. It should be under a lookup object instead of ALL_CAPS top-level exports.
