What is the Problem Being Solved?

It would be better if it weren't named "Treasury".

Description of the Design

Change the name to VaultFactory. Chase down all references and update them.
Move all github issues associated with the old tag to a new one.
update the documentation.

Security Considerations

the only security consideration would be if something crucial lost connectivity.

Test Plan

Verify manually. check the dapps and install-on-chain. Announce in appropriate DApp or bounty channels.

Actually, the treasury package will be renamed to run-protocol, and stablecoinMachine will be renamed to vaultFactory.

Once we have a package for run-protocol, the constant product AMM will be moved there.
Later we can move the remaining contracts out of the zoe package into a separate contracts package.
