TOC rendering at the bottom of the document when exported

Placing [TOC] at the top of the document renders the table of contents as expected, however when exporting as a pdf, drops it to the bottom of the document. Is it possible to render the table of contents at the top of the document as expected?

I confirm same issue, when rendered TOC is at the end

I found a dirty workaround, I encapsulate with callouts like this :
