Just put it into my Unity 2022.2.14 Project and getting a grey screen with the following error.

InvalidOperationException: The previously scheduled job ZBinningJob writes to the Unity.Collections.NativeArray`1[System.UInt32] ZBinningJob.bins. You must call JobHandle.Complete() on the job ZBinningJob, before you can write to the Unity.Collections.NativeArray`1[System.UInt32] safely.

I get the exact same issue, just a fresh Project URP with Sample, 2022.3.4f1.
This happens directly after adding the Volumetric Fog Features to the Renderer Features.

NB : I can't add it from Package manager. Have to drag & drop it into Assets Folder.
After editing the "package.json". "2022.2+" => "2022.2". It finally import properly.

Edit 1 : After trying all Unity 2022 version of Unity, no one work.

I get the exact same issue, just a fresh Project URP with Sample, 2022.3.2f1.
