AtherysChat Channels Integration

When both AtherysTowns and AtherysChat are on the server, use a configured AtherysChat channel instead of the built-in nation and towns chat functions.
This would ignore the nation & towns prefix formatting when the specified atheryschat-nation-channel and
atheryschat-town-channel channel id(s) are set.

Use case - This would allow for more customization over nation & town chat formats and give all chat channels a centralized config when AtherysChat is installed.

Config:

nation {
atheryschat-nation-channel = "nation"
}

town {
atheryschat-town-channel = "town"
}

If set while AtherysChat is on the server, use the configured formatting of of the "nation" and "town" channels while ignoring the type and range settings. The channels will still use the context-based chat built in with AtherysTowns.
