Description: Please add title cards when entering a nation plot from a nation that you are not currently in.

Walking into nation X should show a title card with configurable messaging ie "Now entering X" only show this if you are leaving a differently named nation.

Moving from a nation plot for X to another nation plot for X should not show the title card. Only moving from nation Y to nation X or X to Y.
