Load species level trait data

As a Data Manager
I need to load expert trait data for single or multiple species
So that the data can be used throughout the system

We can use Lists to do this. However, this will load the traits as just another attribute. If we want to identify these attributes as traits we will need to identify them in some way.

The list tool is open to everyone. Do we want to restrict the ability to load traits? Could make it an Admin feature to flag traits.

Yes, Restrict for now and open up later if useful.
