Support international date formats in Event Dates block output

The Event Dates block currently has some fairly complex logic to output dates in a formatted, human-readable way based on the range of dates and times selected. However, this logic currently only supports standard English date formatting. The logic should be updated to output in whatever date format is specified in the site's global settings.
