We've implemented a change in #2808 to the WCShipping migration banner display so that they will not show up on sites using live rates. This is because WCS&T couldn't provide live rates when WCShipping was running.

With support for running WCS&T for live rates alongside WCShip added in #2812, we can now restore the migration banner for sites eligible for live rates.

We should also update the copy of the banner if someone is using live rates. See: p1727263760462679/1727263117.935989-slack-C04KWSNPSE5
