[Feature] Set Use Effect of an Item with the API

Recently I used the LifeUp API to disable the use of an item and discovered that there isn't a way to set the usage effects of the item back the way it was without going back into the item settings menu and setting everything back normally. I think that it would be helpful if there was a way that I can set the use effects of an item with a link.
