Add NSG to SQL Server

In order to access/populate the bicep-created SQL DB, we currently instantiate a firewall rule that allows traffic from the deploying user's IP address. Ideally, we would have a network security group/private endpoint configured in order to disable public access to the server/DB.

• Add NSG or virtual network bicep to SQL Server replace current firewall rule and restrict all public access
