To be more consistent with other packages (e.g. Node.js config, ASP.NET Core), environment variables should take precedence if the same key is also present in app.config.

@ahmelsayed Per discussion on email, this was the consensus. I've assigned to .94 since this is a behavioral change that's better to introduce as early as possible.
