A customer ran into an unfortunate deadlock bug that came from Bundles 1.8.1. It's the same as seen in this issue: Azure/azure-sdk-for-net#7474.

In short, the version we use there -- 2.3.11 -- has a deadlock issue. We need to bump this version, either directly, or by bumping whatever depends upon it.
