How do I deploy an instance of App Configuration with encryption?

I am trying to deploy an instance with App Configuration with encryption using the follow code based on the documentation:

But I get the following message: "The property 'KeyIdentifier' is not valid. (Code: InvalidProperty)"

What format is used for the keyvaultId parameter? According to this page, key identifiers should be of the form https://{my key vault}.vault.azure.net/keys/{key-name}/{key-version}.
