This PR in conjunction with sonic-net/sonic-swss#1454, controls the SAI_SWITCH_ATTR_SWITCH_SHELL_ENABLE. |

to enable or disable the sdk's shell for diagnostics purposes

Introduced the KV pair to the switch table in APPL_DB.
The handling would be done in swss sonic-net/sonic-swss#1454
