Update the .NET core version to 8.0 #3280

What I did

For the HTML code coverage report, .NET 6 or newer is needed. Install .NET 8 as it is the latest version currently.

How I did it

How to verify it

Code coverage in the PR checker should have a proper HTML report with CSS styling, and there shouldn't be a warning saying .NET SDK wasn't found.

Previous command output (if the output of a command-line utility has changed)

New command output (if the output of a command-line utility has changed)
