- Do not reboot device if the next image is missing. - Log if system is read-only or full. - Log user reboot requests since we don't have reboot-cause in 301803. Signed-off-by: Ying Xie <ying.xie@microsoft.com>

Verified that reboot process is logged in syslog.
Verified that read-only file system will generate log but don't prevent reboot.
verified that non-existing next-boot image will stop reboot.
