Choose a way to display the tooltip (jQuery?), and update the short-code functionality to render the tooltip in the web display.

• Decide if supporting images/videos etc

Thinking more about this, would like to suggest we look at limiting the number of characters that the 'tooltip' displays, similar to a read more excerpt. It may be a generous limitation but would imagine it solving problems for a limited content area to work with.
