Allows a number of missions in the game to be started sooner than usual.

The Cold Shoulder - Startable at 'A Train to Catch' since Scooter won't talk during 'Rising Action'. Swallowed Whole - Startable at 'A Train to Catch' since Scooter won't talk during 'Rising Action'. Hyperion Contract #873 - Startable at 'Wildlife Preservation'.
