"Data sent to Cloud" info messages not always shown

Description & Reproduction

The info messages around data being sent to the Cloud are not consistently shown, depending on which report types or formats are requested

Expected Behavior

If data is successfully sent to the Cloud, the info message should always be shown.
Likewise, if we expect data to have been sent to the Cloud but there has been an error, this should be communicated in the scan output.

Actual Behavior

These Cloud-related messages are not consistently shown.

Possible Fix

Be consistent with showing these info messages
