Enable pulsar batch mode

This is a note that I've taken the config file pulsar parameter out of the inputs, because it breaks qiime2 provenance tracking.

Could be added in future, but would need extra work. Perhaps a new config file semantic type would be needed, if it doesn't already exist.

Actually, I'm not going to add the whole pulsar.select "batch" option unless someone asks for it.

Hi there - the config files shipped with the package are really for illustration. The real magic is happening via batchjobs and there are too many compute cluster configurations to support so it's really up to the user/hpc admin to figure this out.
