This program should work with any version of Windows 10, 8, 8.1 and probably 7. I tested it in a Windows 10 1909 VM and on my host system (Windows 10 2004).
So, please check if your anti-virus software is interfering the process. Avast products for example are known to cause this behavior.

You may also have to right-click the exe, go to "Properties" and tick the box on the bottom to allow acces.

You can also try to right-click the exe, go to "Properties" and tick the box on the bottom to allow acces (it says something about it being downloaded from the internet etc.).

Hi again , I finally found what was causing the issue accidentally .
Your app works well under w10 2004 , UNLESS you are using a custom visual style / theme.
Running native light / dark theme allows it to run and play with overlays but not under a custom theme.
Don't know what is breaking at that time and prevent to run since themes are not supposed to interact with system files .
So hope it helps and you may warn other users in description of that :)
Regards

I will try to debug this and may edit the description or upload a new version if i can fix it, as soon as I have some time.
