[Bug]: Key alias are unique between all the users

What happened?

If you create a key with an user and try with another user with the same key you can't do it.

Ideally every user should be able to create every key alias, internally it should handle that fact.

But if you open the instance to a lot of people that is not something that you want otherwise people knows that the key is already used from someone else.
