Add functionality to settings

When attempting to modify a setting such as a welcome channel, we know need to implement the functionality e.g retrieve current info from database and sync new changes into the db.

Currently done :

Settings for system : In Progress ( Some changes are now required)
Moderation : In Progress
Config : TO DO
Meta : To DO

In terms of retrieving data, it is now decided it will come in our large json so will need to use id of the setting and look for it or a similar name
