CATs data cache for the Process for inter-sub-process data transfer

Deploy HDFS
Process (FaaS) #91
Integrate HDFS:
- Ingres / Egress Sub-Processes: Cod writes to HDFS
- Integration Sub-Process: Ray writes to HDFS

Conclusion

Need to port forward bucket endpoints and expose hdfs url
