It is a bit confusing to see the lock time in the mutex at 0s, while the constraints have custom lock times that override this.
It is explained in the settings that constraints override the field, but it's not easy to have an overview or to comprehend the interaction between these different settings.
A list of all actuators that target the mutex, with their lock time, would be more clear:
act 1: 45m
act 2: 20m
act 3: 0s (default)
