Ballast air consumption is not dependent on how quickly the ballast is being filled. #1

While adding ballast air, the submarine loses air at dt * 1000 * balllastAirUsageRate. This is independent on the amount of added air, which is multiplied by INPUT.up. As a result, more careful players are penalized.

this.air -= dt * 1000 * this.ballastAirUsageRate;
