The filter and cart is missing from people.

The "Person Listing" page (/v2/people) is broken in 3.5.5. The filtering UI is blank.

When I click on any of the "Missing data" alerts, I'm taken to the same full listing of every person in the db. Eg. I'm missing gender data from 2 people, but "/v2/people?Gender=0" displays a list of every person

I see the same behavior with Chrome & Firefox

This should be fixed with 4.0.0 when we eventually release it.
