Snakemake added unittesting feature for workflow, better and faster DAG generation, workflow resolves faster, and lots of bug fixes and new features. BALSAMIC is using 5.13 at the moment, I suggest we update to 5.27.X

We need to update requirements.txt only, and test workflow. The only worry I have is the API change (we are still using snakemake API in some parts of BALSAMIC).
