Update windows are hard to come by, and any starts or uploads during database update is potentially dangerous.

Describe the solution you'd like

A state variable on the database that allows setting the system into a catatonic upgrade mode. No uploads or queries would be allowed. The CLI would return a fail exit code to ensure automation restarts the case at the next timeslot, and the WUI would display a more informative message than "could not reach the service".

Additional context
Even if we eventually get something like https://github.com/Clinical-Genomics/servers/issues/1499, we will still be in urgent, but non-critical situations when we want to upgrade a little earlier than in two weeks and this feature would be handy.

We would still need to check with prod schedule for a time when we don't delay urgent cases, but it will be an easier task for them.
