when searching by school name, show appropriate nearby boundaries #261

When you search for a primary school, we highlight the catchment for that school, and we also show the faint outlines of surrounding primary schools. Likewise for secondary schools, we show surrounding secondary boundaries.

Problem: If you reload the page and search for a primary school by name (e.g. Erskineville Public), the user hasn't clicked the primary or secondary buttons (which store the school level of interest in the app) and so we don't show just the surrounding primary boundaries (we show all of them).

When the user searches by name and the app doesn't know what school level they're interested in, it seems like we should figure out the school level of the school they searched for, and show the corresponding nearby boundaries. So, search for Erskinville Public, we figure out that it's a primary school, and show surrounding primary boundaries.

Here are those boundaries shown (I've set the catchment fill color to 0.5 opacity white so you can more readily see it):
