I can’t spawn NPCs in the Plots world and the Plots world is little bit buggy...

What do you mean with "the Plots world is a little bit buggy"? Can you give some more information about the bug(s), please?

Nevermind, the main problem is the one with the NPCs...

You should be able to spawn them on plots
