Windows Support

This would be useful option to have, both for debugging and development. Now that we are using QT (as opposed to xembed) and the c bindings for libmpv, getting this to run on Windows should be much easier.

Issues to solve:

• Get boost-python (3.6) working on Windows
• Inconsistent usage of _default_config and default_config in config.py #32
• Change config path logic to support mulitplatform. environ.get('HOME') does not work on Windows. Based on this, we will need to modify this line. @sumnerevans, I think you wrote this logic. I don't know if this will need to be changed elsewhere.
• Fix argument parsing
