P.S.:Tokens not in TokenizingSample won't reproduce this bug.
Steps to reproduce
The bug can be reproduced in Windows Community Tookit Gallery.
1. Create tokens like Pic 1.
2. Press left arrow key, the highlighted token become the first, this is part of the bug.
3. Then press right arrow key twice, we'll found we can't use right arrow key to continue navigating, and we can't even navigate back by pressing left arrow key.
P.S.:Tokens not in TokenizingSample won't reproduce this bug, and up and down arrow keys are still usable.
Expected behavior
The highlighted token will be the last one when pressing left arrow key when, and could navigate to all other tokens using left and right arrow key.

I'm finding that both up/down and left/right keyboard navigation works when all selected tokens are unique, but only up/down works when the same token is added more than once.
@michael-hawker Do you have any insight regarding how this is meant to work? Are tokens meant to be unique or can they be duplicate, or does the user choose somehow?
