Describe the bug

If you place a RangeSelector in an Expander, the tooltip gets clipped by the header, making the tooltip mostly covered and invisible.

Steps to reproduce

<Expander Header="Visibility">
    <StackPanel>
        <TextBlock Text="Range" FontSize="12" />
        <RangeSelector Minimum="0" Maximum="100" />
    </StackPanel>
</Expander>

Expected behavior

Tooltip uses the tooltip service to avoid Z issues
