Extension import fails on Python 3.13 #72

Running Sphinx v8.1.3
loading translations [en]... done

Extension error:
Could not import extension m2r2 (exception: No module named 'pkg_resources')

It seems like adding setuptools as an explicit dependency is an effective work-around.
