performance improvement of syncing

during analysing the stage 5 verification problem (#39)
we figured out that the node makes a detailed analysis of the parts if the node was a validator.
But for just replaying the blockchain, this actions that are required for sending correct ACKS values are not required.
this action include a lot decrypt calls, that are only required if the node is not syncing.
