Verify all module permissions are working as expected. I think I've seen some inconsistencies in some parts.

Module implements a permission "MODERATE" that is not being used at all.
Moderators should be allowed all permissions by default, this will allow certain users to manage the module without being an admin or having an artificial explicit high number of poins.
