update development and test dependencies

What does this PR do?
This release updates test dependency for ddtrace up to 1.17

For developer's experience it changes:

• steep version to 1.6
• upgrades standardrb linter along with rubocop
• adds irb to Gemfile (as pointed out by Stan Lo irb is released faster than new versions of Ruby)

Motivation

• ddtrace 1.17 released
• new releases of steep
