Announcement: Intent to dual license this repo #811

This issue is to notify the community of our intention to make this tracer available under the BSD-3 license (as is the case now) or the Apache 2 license (which is our default for new projects). This will allow you to consume the tracer under the same license you currently are, while also adding and option that brings consistency with our other projects and compatibility with OpenTelemetry. We will be proactively reaching out to major contributors, but if you've made any contribution in the past and have an objection please let us know. We'll allow sufficient time for feedback before adding Apache 2 as a license option. We are aiming to be as open and transparent through the process as possible, and are happy to answer any questions you may have. For those unfamiliar with each license, they are very similar; both being OSI-approved, permissive, and non-copyleft. Thanks.
