Currently, we are clueless about any variables which affect the scale of animations during 2D events and the UI; however, we know for certain that there is something which modifies these animations based on 30 and 60 fps mode. A temporary hack to resolve this issue has been to limit the framerate while in menus, however this introduces other issues such as [the undocumented] issue which causes activating licenses to play slowly, and it's theorized that issue #21.
