Once 6.15 is live on production, we need a fresh upgrade path to support the next milestone of development, presumably 6.16.

This will include:

Jenkins configuration
"devrebuild" script
Nightly transfer from production database
CBIIT dev and prod deployment scripts
Bumping the policy's VERSION.txt file
